Pennsylvania State University: English test requirements

Penn State publishes one set of minimums for undergraduates, accepting TOEFL, IELTS and Duolingo, and a separate graduate policy that accepts only TOEFL iBT and IELTS Academic, with a lower provisional-admission route. Programmes may set higher graduate scores.

Checked on 31 Oct 2026 against the university's own pages. Universities change their requirements, and some courses ask for more. Always confirm on the university's page before you book a test or apply.

Individual programmes may require higher scores. Applicants just below these scores may be considered for provisional admission with required English coursework in the first semester; the policy lists TOEFL 4.5 with speaking 3, or TOEFL 4 with speaking 3.5, or IELTS 6.0 for that route.
